Conceptual Framework

The Conceptual Framework provides a comprehensive methodological foundation for modernizing tertiary-level foreign language education based on a synergy of contemporary language teaching approaches, intercultural citizenship education theory, and challenge-based learning methodology. This Framework will provide a foundation for the development of new teaching/learning approaches, materials and tools within existing foreign language programmes at HEIs.

The framework establishes a clear nexus between foreign language education and democratic competence development, drawing on the Common European Framework of Reference for Languages (CEFR), the Reference Framework of Competences for Democratic Culture (RFCDC), and Intercultural Citizenship Education theory. It analyses how language teaching methodologies like Content and Language Integrated Learning (CLIL), Task-Based Learning (TBL), and Computer-Assisted Language Learning (CALL) can be combined with challenge-based approaches to create a cohesive instructional design that promotes both linguistic proficiency and democratic engagement.
